被申请人收到仲裁申请书副本后，应当在仲裁规则规定的期限内向仲裁机构提交答辩书。仲裁机构收到答辩书后，应当在仲裁规则规定的期限内将答辩书副本送达申请人。被申请人未提交答辩书的，不影响仲裁程序的进行。
第二条 县级以上人民政府依法对本级人民政府所属部门、派出机关和下级人民政府以及法律法规授权的具有管理公共事务职能的组织的行政执法工作开展的行政系统内部监督，适用本条例。
